Insights from FOSAA25

The landscape of seaplane and amphibious aviation is evolving rapidly, with new opportunities, challenges, and innovations shaping the industry's future. This was the central theme at this year's "Future Opportunities for Seaplane and Amphibious Aviation" (FOSAA) conference, held in Miami on February 10-11, 2025 and the second iteration of this annual event (see here our blog post from last year). Our holding entity, Seaplane Asia, was at the forefront of discussions, with our CEO, Dennis Keller, moderating the operators' panel, and our Chief Technical Officer, Fabrice Mouton, joining the event.

The Reality of Seaplane Operations

The event opened with a keynote by Rob Ceravolo of Tropic Ocean Airways, emphasizing the foundational elements required to build and maintain a successful seaplane operation. Standardization and process are pivotal. His insights resonated with both new entrants and established operators alike.

Operators' Panel: Money, Time, and Craziness

Moderated by Dennis Keller, this engaging session brought together industry experts to discuss market expansion, cargo operations, diverse applications, and geographical opportunities. Panelists explored the evolving role of seaplanes—whether as a tourism transport solution, public transport alternative, or critical asset for medevac and disaster relief. Some of the key points included: emerging markets and growth areas: led by Dan Peabody from Mallard Enterprises, the panel discussed strategies for entering high-potential markets, particularly in regions where amphibious aircraft provide critical connectivity. Government support or going via military applications first are significant enablers for commercial operations to follow. Cargo and logistics: Kevin King from Anatra highlighted how amphibious capability can enhance cargo logistics, particularly in remote or water-accessible locations. Versatility and demand: Steven McCaughey from the Seaplane Pilots Association provided insights into the diverse applications of amphibious aircraft and the challenges that operators as well as the private pilot community face across different use cases. Meeting client needs: Kevin O’Connor from Cookson Adventures shared perspectives on how operators can tailor their offerings for high-net-worth travelers seeking exclusive and adventurous experiences. Seaplanes can play an important role for guests that often seek “what’s never been done before” and look to access many hard-to-access areas. Lastly, insurance and risk considerations came up and Rob Peres from Southeast Insurance Group addressed the complexities of underwriting for seaplane operations in lesser-known geographies and the perception of risk.

Innovations and Industry Developments

Beyond the operators' panel, the conference also explored propulsion advancements, regulatory challenges, and investment trends in amphibious aviation. From hybrid-electric and hydrogen propulsion discussions to financing strategies and retrofit solutions, industry leaders outlined pathways for sustainable growth.

One of the key themes that emerged was the need for stronger collaboration between operators, regulators, and manufacturers to ensure the industry's continued expansion. The importance of seamless integration with marine and airspace regulations was particularly emphasized, as highlighted by veteran Captain John Goulet’s session on operational and regulatory considerations.

Strengthening Industry Relationships

Following the conference, our executives Dennis Keller and Fabrice Mouton visited Rob Ceravolo and the Tropic Ocean Airways team. Their visit included valuable discussions on operational best practices, market trends, maintenance planning and seaplane service expansion strategies. The experience was rounded off with a scenic flight from Fort Lauderdale to Miami’s seaplane base, reaffirming the growing appeal of seaplane travel in urban and regional connectivity.
